It is certainly a puzzle as to why bishops do not make this information available to those who really need it, i.e., parents and students, actual and prospective. I have not researched the issue and therefore do not know the reason that has been assigned. I suspect that it is because there was such intense opposition by so many Catholic university officers and faculty to the whole idea of the mandatum.
